BERLIN – In a seismic shift of geopolitical burden, Europe has collectively surpassed the United States in its financial and military commitments to Ukraine, a move that highlights a new era of European resolve but also underscores deep-seated questions about its long-term capabilities. The latest data reveals that the European Union and its member states have pledged and delivered over €138 billion in aid, eclipsing Washington’s total of approximately €111 billion since the start of the full-scale Russian invasion. This milestone is a powerful testament to Europe’s solidarity with Kyiv and its growing recognition of the direct threat posed by Russian aggression. Yet, even as European leaders commend their own efforts, a more profound and unsettling question looms: if American support were to cease entirely, could Europe truly fill the resulting vacuum, particularly in the provision of critical military technology and strategic intelligence?
The aid ledger, while seemingly favoring Europe, tells a more nuanced story. The figures for both sides represent a mix of humanitarian, financial, and military assistance. Europe’s aid has been heavily tilted toward economic and financial support, which has been crucial for keeping the Ukrainian state functioning, paying salaries, and maintaining essential services. The EU’s macro-financial assistance packages, in particular, have been a lifeline, ensuring that Ukraine’s economy does not collapse under the immense strain of war.
